Texas Legislature begins special session

AUSTIN, Texas (AP) — The Texas Senate has started a special session to work out a new school finance law and consider Medicaid reforms.

The regular session adjourned Monday, but Gov. Rick Perry recalled lawmakers because they failed to pass a bill that would have slashed $4 billion from public schools by a Monday deadline.

Without that bill, the 2012-13 budget wouldn't balance as required by the TexasConstitution. The Legislature also failed to pass a bill that would save the state money on Medicaid, the health insurance program for the poor.

Perry could add more items to the agenda for the special session that started Tuesday. He can also call another special session to consider other legislation.
